ILS LEDA (International Links and Services for Local Development Agencies) is a Program which provides supports to national and territorial actors, and Local Economic Development Agencies in order to strengthen territorial economic development processes within the frame of national policies, and to achieve human development and the Millennium Development Goals (MDGs).
With this aim, ILS LEDA provides the following services:
Promotion and creation of Local Economic Development Agencies (LEDAs), aimed at providing a comprehensive service system to local population and institutions, and implementing local and national development strategies, including:
- promotion of local partnership;
- valorization of endogenous potential through value chains, establishment of local systems for innovation, promotion of social and solidarity economy, according to strategic plans shared by the local actors;
- support to the creation and management of the SCWE (Service Centers for Women Entrepreneurship);
- support to territorial marketing strategies, with the aim of promoting the local value of the socio-economic and cultural resources, and of attracting additional resources, through territorial brands;
- support to the internationalization of local economies.
Support to the LEDAs and their networks aimed at human development, including technical assistance for improving their performance and their visibility and for facilitating international relationships and twinning.
Support to national policies, with the aim of improving the regulatory framework for local economic development, the support to Local Economic Development Agencies, and the coordination between peripheral and central sectoral initiatives.
Support to the elaboration of territorial development strategic plans in the framework of human development goals.
ILS LEDA's specific characteristics make it different from other similar programs, such as:
- It adopts a comprehensive approach, which links local and national policies, economic and socio-cultural development, national and international perspectives.
- It adopts of a participatory approach, by facilitating the creation of local relational capital, throughout the process of diagnosis and decision making.
- it promotes women empowerment for their active participation to economic development
- It promotes the simultaneous development of economic competitiveness, social cohesion, and environment protection, as symbiotic aspects of sustainable development.
- It promotes the development of integrated territorial systems of services (financial and non-financial), such as Local Economic Development Agencies. Since 1991 more than 60 LEDAs have been created and all of them are fully operational.
- It focuses on a medium and long-term development perspective.
- It promotes territorial alliances at international level to facilitate the internationalization of local economies.
During all the above mentioned activities, ILS LEDA has made use of many highly-experienced international partners, for their organization and implementation.
