TERMS OF REFERENCE

The “International Expert on Territorial Economic Development” should provide support with special regard to the following project activities:

  1. Elaboration of Project booklets:                                                                                        

• Methodology for elaborating value chain strategies                                          
• Four Value Chains Strategies (Cashewnuts, Rice, Cassava, Eco-Tourism)                                                    

2.      Finalisation of the four value chain strategies, through strategic action plans (SAP), with particular reference to:

2.1: For each identified action, use the standardized 5W2H model, indicate:

• What: Brief description of the action
• Why: The added value it brings to the supply chain.
• Who: The person/Institution responsible for the action.
• Where: The value chain segment(s) involved.
• When: Start and end date.
• How: The methodology or technology used.
• How Much: The financial budget and human resources (personnel/months) required.

2.2: For each identified action, assess the risks and how to mitigate them, with particular reference to:

• Climate Risk
• Adoption Risk

3. Project Ideas (PI) guidelines for implementing the strategies (4 PI for each VC) each one including, at least, the following contents:

• 3.1  General Information (Title, Strategic Priority, Duration, Estimated Budget)
• 3.2  Problems to be solved
• 3.3  Direct and indirect beneficiaries
• 3.4  Summary of the project idea (specific objectives, measurability,
• proposed solutions, etc.)
• 3.5  Brief work plan through macro-blocks of activities (Work Packages)
• 3.6  Post-project sustainability

The tasks will be implemented in collaboration with the ILS LEDA team and can be performed remotely.

Contract Duration: 15 months (negotiable)

Desirable Experience/Characteristics

-       5/10 years of professional experience supporting processes of local economic development

-       Proven capacities to elaborate plans for implementing value chains strategies in rural contexts

-       Desirable experience/knowledge of South East Asia contexts

-       Excellent English skills
